Empty Property Rate Exemptions

Business rates are payable on most empty properties and usually the person, company or organisation who is entitled to possession will be liable for the business rates.

Shops and offices are exempt from business rates for an initial period after the property becomes empty. After this initial period, business rate charges become payable; these exemptions vary in Scotland, England, Wales and Northern Ireland.

Industrial properties also have exemptions from business rates when the property is empty; again these exemptions vary across Scotland, England, Wales and Northern Ireland who set their rates differently; although industrial properties tend to have more advantageous exemptions than shops and offices.

In addition, some properties are exempt from business rates empty property charges.

  • Properties under a certain rateable value (check with us).
  • Empty properties of companies in administration or liquidation.
  • Listed buildings.
  • Properties where the owner is entitled to possession only in his capacity as the personal representative of a deceased person 

Transitional Relief

Following a rates revaluation, properties may face an increase or decrease in their business rates, so to help with these changes the government introduced Transitional Relief.

Transitional arrangements following the revaluation on 1st April 2010 are phased over a maximum of seven years.

The transitional arrangements mean that rate bills for businesses operating from small properties won't rise as steeply as they would do otherwise

Small Business Rate Relief

Small Business Rate Relief (or the Small Business Bonus Scheme in Scotland) is handled differently in Scotland, England, Wales and Northern Ireland.

If the rateable value of a property is below a certain value, you may not have to pay business rates.

For other property values there are lower rate relief however the exact percentages may change as a result of the forthcoming April 2017 Rating Revaluation so you should really get in touch with PCA to request a NO WIN NO FEE property cost audit.

Rural Rates Relief in Scotland and England

Certain types of properties in rural areas with low populations may be entitled to rates relief.

Charitable Rate Relief in Scotland, England, Wales and Northern Ireland

Your property may be exempt from business rates if it used by a charity for the benefit of the public or charitable purposes.

For example, a church, council property, community sports club or amateur body, charity shop or non-profit making organisations are generally exempt from business rates.

If you are in doubt over any business rate relief or exemptions it is best that PCA check, on your behalf, with your local authority to see whether you are eligible or not.

Enterprise Zone Relief

Enterprise Zone Relief in England, Enterprise Area Relief in Scotland and the Enterprise Zones Business Rates Scheme in Wales refer to the relief from business rates if you locate or start up your business in enterprise zones within these countries.

These enterprise zone relief schemes are designed to encourage businesses to locate in these areas and promote business growth and employment opportunities.

Renewable Energy Generation Relief in Scotland

Your business could be entitled to business rates relief if your property uses biomass, biofuels, fuel cells, solar panels, water, wind, solar power or geothermal sources as energy sources.

Retail Relief for Shops, Restaurants, Cafes and Bars

The business rates for retail properties with a rateable value under £50,000 that are occupied and used as shops, restaurants, cafes and bars can be reduced.

Hardship Relief in Wales and Northern Ireland

Certain local authorities will, in exceptional circumstances, grant hardship relief to ratepayers who have exception hardship circumstances.
